    The Commission has adopted a Delegated Regulation laying down rules for the monitoring, reporting and verification of aviation emissions for the purpose of implementing the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) of the International Civil Aviation Organization (ICAO) within the European Economic Area (EEA).   The adoption of this Delegated Regulation aligns with the 2023 revision of the EU Emissions Trading System (ETS) Directive, ensuring that aircraft operators based in the EEA fulfil the offsetting requirement under CORSIA for flights outside the ETS during 2021-2023 and 2024-2026.  This delegated act introduces comprehensive rules for the monitoring, reporting and verification of emissions to effectively implement CORSIA.     SK Energy is set to become the first Korean refinery to supply a large quantity of sustainable aviation fuel (SAF) to a Hong Kong-based airline. Following its successful SAF export to Europe in January, this achievement is expected to serve as a key steppingstone for SK Energy to secure a leading position in the Asia-Pacific SAF market, a strategic region for Korean refiners. On March 10, SK Energy announced that it had signed a contract with Cathay, the home carrier of Hong Kong, to supply no less than 20,000 tons of SAF until 2027. Since November 2024, SK Energy has been supplying ISCC certified SAF to Cathay at Incheon International Airport.     The General Court of the European Union on Feb. 27 dismissed a challenge against the ReFuelEU Aviation regulations brought by European biofuel producers last year regarding regulation’s exclusion of crop-based fuels.  The Council of the European Union in October 2023 adopted regulations for the ReFuelEU initiative. The law aims to boost both the demand for and supply of sustainable aviation fuel (SAF) within the European Union.   ReFuelEU is part of the Fit for 55 package, which is the European Union’s plan to reduce greenhouse gas (GHG) emissions by at least 55 percent by 2030 when compared to a 1990 baseline and to reach net-zero by 2050.       The U.K. Department for Transport on Jan. 29 announced it will investment £63 million ($78.35 million) over the next year under its Advanced Fuels Fund to support sustainable aviation fuel (SAF) producers.     The U.S. Energy Information Administration increased its forecast for 2025 biodiesel production in its latest Short-Term Energy Outlook, released Dec. 10. The agency also increased its forecast for 2025 renewable diesel consumption.    The EIA currently expects biodiesel production to average 110,000 barrels per day this year, a forecast maintained from the November STEO. The agency has increased its forecast for 2025 biodiesel production to 110,000 barrels per day, up from last month’s outlook of 100,000 barrels per day. Biodiesel production averaged 110,000 barrels per day in 2023.    Net imports of biodiesel are expected to average 10,000 barrels per day this year and zero barrels per day next year.
